
SANTA CLARITA, Calif. — Just before midnight on March 12, 1928, a concrete dam in San Francisquito Canyon let go. Roughly 12.4 billion gallons of water came screaming down the Santa Clara River Valley toward the Pacific. By morning, somewhere between 400 and 600 people were dead, entire farm towns had been scraped off the map, and the reputation of one of the most celebrated engineers in American history was gone with them.

The St. Francis Dam was William Mulholland's project. The self-taught Irish immigrant had built the Los Angeles Aqueduct and run the city's water department for decades. By the 1920s he was a civic hero, the man who'd delivered the water supply that turned L.A. into a metropolis. The dam was supposed to be another jewel in that crown: a backup reservoir for the fast-expanding city, sitting in a canyon about 40 miles northwest of downtown.
Construction wrapped in 1926. The dam stood 205 feet tall, stretched more than 700 feet across the canyon, and went up without any engineering board review or independent geological survey. Those would later become standard practice. Mulholland, who had no formal training in dam engineering, ran the design and construction on his own authority.
Trouble showed up almost immediately. Cracks appeared in the concrete. Water seeped through the foundation. The dam keeper and nearby residents flagged new leaks in the days and hours before the collapse. On the morning of March 12, Mulholland inspected the structure himself after reports of muddy water near its base. He called it safe and drove back to Los Angeles.
Hours later, it went. The dam's eastern abutment had been anchored into a formation of ancient landslide debris and schist that, as later geological analysis confirmed, couldn't bear the load once it got saturated. When that side gave way, the reservoir emptied in minutes. The wall of water and debris that came out the other end reportedly crested over 100 feet high near the dam site.
The flood tore through San Francisquito Canyon and into the Santa Clara River Valley, obliterating a construction camp for aqueduct workers before barreling through Castaic Junction, Piru, Fillmore, Santa Paula, and Saticoy. It finally emptied into the ocean near Ventura, roughly 54 miles from the dam. The whole run took more than five hours. Homes, orchards, bridges, and rail lines were gone.
The death toll has never been pinned down with any certainty. Many victims were migrant agricultural workers and their families living in the flood's path, and the disaster hit at night with almost no warning. Estimates from historians and government researchers have ranged from around 400 to more than 600. Some remains turned up near the Mexican border years later. Others were never found at all. It stands as one of the deadliest civil engineering failures in U.S. history and, after the 1906 San Francisco earthquake, is generally called the second-deadliest disaster California has ever seen.
Early rumors floated the idea of dynamite or sabotage, but investigators didn't buy it. The inquest and follow-up investigations pointed squarely at the foundation and design. Mulholland testified before the coroner's jury and took the blame, telling investigators he envied the dead. He retired from public life shortly after. No criminal charges came. He died in 1935, and for decades his name was tied as much to the St. Francis catastrophe as to the aqueduct that made modern Los Angeles possible.
The collapse rewired how California builds and regulates dams. Within months, the state Legislature passed a law creating a formal dam safety program, requiring state engineers to review and approve plans from cities, private utilities, and other entities. That framework, expanded and updated over time, became the foundation for the oversight California still runs today through its Division of Safety of Dams.
The physical site was mostly left alone. Pieces of the original concrete base are still visible in San Francisquito Canyon, and hikers can find chunks of shattered concrete scattered across what is now part of the Angeles National Forest.
