Another rider is dead in Huntington Beach. Another family got the worst phone call of their lives. Another e-bike crash logged into a pile that's been growing so fast, so quietly, that most Californians haven't noticed how bad things actually are.

The fatality happened this week, per wire reports. A collision, an e-bike rider killed, and on its own it might not move the needle. Except nothing about this is on its own anymore. E-bike accidents are climbing sharply across California and the country, and the gap between how fast these machines sold and how ready anyone was for them keeps getting wider.

This isn't a niche cycling story. It's a California infrastructure crisis playing out one crash at a time, on streets that were never built for 28-mph electric bikes ridden by everyone from 12-year-olds to 70-year-olds, governed by a patchwork of rules that change block to block.

The Speed Nobody Planned For

E-bikes aren't bicycles in any meaningful practical sense. A Class 3 model, legal on most California roads, tops out at 28 mph with pedal assist. That's faster than most casual cyclists ever rode in their lives, on infrastructure designed around the assumption that a bike moves at maybe 12 mph and a rider who goes down walks away with scraped knees, not a traumatic brain injury.

California has sold hundreds of thousands of e-bikes in recent years, pushed along by gas prices, the pandemic-era outdoor recreation boom, and rebate programs from the state and several cities that were explicitly designed to get people onto them. LA's Metro, the Bay Area Air Quality Management District, and cities like San Jose handed out subsidies and vouchers to drive adoption. The push worked. The safety infrastructure that was supposed to follow? Still catching up, if it's coming at all.

Bike lanes built for traditional cyclists often dump riders into door zones, gravel shoulders, or dead ends. Class 2 and Class 3 e-bike riders then share space with cars doing 40 or 50 mph, with no physical separation and zero margin for error.

Huntington Beach Isn't an Outlier

This week's death fits a pattern emergency rooms along the coast have been watching build for two years. A 2023 UC San Diego Health trauma study flagged a dramatic increase in e-bike injuries at Southern California hospitals, most involving head trauma, and a disproportionate share involving riders not wearing helmets. Younger riders were crashing at high rates. So were older adults, who misjudged the acceleration and found themselves moving faster than their reaction times could handle.

Huntington Beach, with its boardwalk culture, packed beachside bike paths, and tourists and locals all fighting for the same narrow lanes, has been a flash point. The city isn't unique. Neither is what follows: a rider goes down, there's a local news story, and nothing structurally changes before the next one.

The Regulation Gap

California has three e-bike classifications on the books and a helmet requirement for anyone under 18 on a Class 3 bike. Adults on Class 1 and Class 2 bikes face no helmet mandate under state law. Local ordinances vary. Enforcement is sporadic at best.

No license required to ride any of them. No mandatory safety training. No minimum age on Class 1 and Class 2 bikes under state law. Which is why it's completely legal, and extremely common, to see middle schoolers bombing down arterial streets on e-bikes that cost more than some used cars.

Bills have moved through Sacramento addressing pieces of this. Minimum age proposals, helmet expansion bills, speed limiter discussions — all have surfaced in recent sessions, with varying outcomes. But the legislative pace has lagged badly behind the adoption curve, and e-bike industry lobbying, which has a strong economic interest in keeping barriers low, has been effective.

What Has to Change

The people who study this aren't mystified by the solutions. Protected bike infrastructure, physically separated from car traffic, cuts serious injury rates dramatically. Mandatory helmet laws for all riders save lives. Age minimums and basic operator training are standard in several European countries that have far lower e-bike fatality rates than the U.S. None of this is complicated. All of it costs political capital and, in some cases, money.

California cities are already stretched on infrastructure budgets. Protected lanes mean displacing parking or shrinking car lanes, which triggers the kind of constituent fury that makes city council members sweat. Sacramento can pass a helmet law, but it can't force Huntington Beach or Fresno or Redding to build the physical infrastructure that makes helmets less of a necessity and e-bikes genuinely safer to ride.

So the gap stays open. The bikes keep selling. And somewhere on a California beach road this weekend, someone is going to find out exactly how fast 28 mph feels when things go wrong.

The Huntington Beach rider who died this week had a name, a family, and a reason they got on that bike. The specifics aren't known yet. But the circumstances that put them in danger weren't accidental. They were built, one policy gap at a time, over years of choosing convenience over consequence.
